I have just attended the Internal Auditors Forum to find out the deadlines and detail about Year-End, and found this meeting to be extremally beneficial. Before I talk about that, I would like to tell you about the forum....
The forum has been established specifically for Internal Auditors and was formed by Tim Light and Paul Reynolds who have both been carrying out Internal Audits for local Councils for over 20 years.
The purpose of this forum is for Internal Auditors from across the country to come together and elaborate on new procedures and discuss the Internal Audit process.
So, what did I learn?
✏️ AGAR renaming
This year’s AGAR form has been renamed from "Part" 1, 2 and 3 to "Form" 1, 2 and 3.
💻 Going digital?
Digital AGARs may be introduced in the future which NALC considers to be a good idea.
💰 Watch out for fines!
If your council is part of an intermediate audit then please do remember to send in the additional information required to PKF Littlejohn or your council may be fined.
📩 21/22 AGAR Forms
This year’s AGAR forms will be sent out in batches from the week beginning 21st March.
📆 Dates for Exercise of Public Rights Notice
The suggested dates for the Exercise of Public Rights Notice are 13th June to 22nd July 2022 (taking into consideration the extra Jubilee Bank Holiday). The Exercise of Public Rights Notice MUST be advertised on the Council's website.
⏲️ AGAR Submission deadline
The submission deadline for returning your completed and signed AGAR to PKF Littlejohn is 1st July 2022 (extensions may be granted, if necessary).
You can declare the Council exempt from the External Audit process if both:
1. Total income is less than £25k
2. Total expenditure is less than £25k
But the council must complete the relevant Exemption Form and adhere to the Transparency Code for Smaller Authorities.
✅ Amendments to Section 5
The Internal Auditors Forum has been working on carrying out suggested amendments to Section 5 of the Practitioner's Guide. The suggested amendments were approved by the forum members and these will now be submitted to NALC for Approval.
The Forum approved their Constitution and agreed a website would be created and it was suggested that a small membership fee may be charged to members.
The next meeting of the Internal Auditors Forum will be held in September.
